PMEGP – Prime Minister’s Employment Generation Programme

The Prime Minister’s Employment Generation Programme (PMEGP) is a flagship credit-linked subsidy scheme administered by the Khadi and Village Industries Commission (KVIC) under the Ministry of Micro, Small, and Medium Enterprises (MSME), Government of India. Launched in 2008, PMEGP aims to generate sustainable employment opportunities across the country by supporting the establishment of new micro-enterprises in the non-farm sector. The scheme plays a vital role in promoting self-employment, particularly in rural and semi-urban areas, by providing financial support to first-generation entrepreneurs who often lack access to formal credit or business exposure.

PMEGP offers subsidized bank loans for individuals and institutions to set up new ventures in manufacturing, processing, and service sectors. The government provides a margin money subsidy of 15% to 35% of the project cost depending on the applicant’s category and location (urban or rural). For example, general category applicants in rural areas can avail up to 25% subsidy, while SC/ST, women, and special category beneficiaries can receive up to 35% in rural areas. The maximum project cost allowed under the scheme is ₹50 lakh for manufacturing and ₹20 lakh for service units. This financial push helps entrepreneurs start viable businesses with reduced upfront investment.

PMEGP is not only a financing scheme but also an enabler of grassroots entrepreneurship. It encourages self-reliance, discourages migration to cities, and promotes local economic growth by supporting businesses based on local skills, resources, and market demands. A wide range of projects are eligible under PMEGP — from food processing units, packaging centers, agri-based industries, to retail services and rural crafts. Applicants are also given free Entrepreneurship Development Program (EDP) training to prepare them for managing their business efficiently.

At ADIT FINSAGE ADVISORY, we have extensive experience helping entrepreneurs across Kerala and neighboring states avail the benefits of PMEGP. From choosing the right project, preparing the Detailed Project Report (DPR), applying through the online portal, and following up with banks and KVIC/DIC departments — we ensure a smooth journey from idea to implementation. For food-related processing and packaging industries in particular, PMEGP offers a powerful foundation to start small and grow fast, with our expert support at every step.
